Chief Secretary Anand Bardhan recently reviewed the State Pragati Portal, emphasizing the importance of reforms for citizen welfare.
In a significant development, Chief Secretary Anand Bardhan held a review of the State Pragati Portal on April 1, 2023, in Dehradun, India. This initiative aims to monitor all significant State and Centrally sponsored schemes effectively.
During the review, Bardhan directed all departments to upload details of their major schemes onto the portal as soon as possible. “He directed all the departments to upload details of their major schemes on the platform at the earliest to facilitate comprehensive oversight,” he stated.
The State Pragati Portal is part of a broader initiative known as D-BRAP-2025, which includes 154 reform points to be implemented by all states and union territories. This initiative is designed to enhance governance through digitization, transparency, and time-bound service delivery.
Furthermore, Bardhan emphasized the importance of these reforms for improving citizen welfare and fostering a conducive business environment. Atal Dulloo, a key official, underscored the significance of these reforms, stating, “The CS underscored the significance of these reforms in improving citizen welfare and fostering a conducive business environment across J&K.”
In addition to the portal review, it was noted that CS Garvita Gaba resigned from her position as Company Secretary and Compliance Officer at Shri Krishna Prasadam Limited, effective February 16, 2026. Her resignation was attributed to marriage and personal reasons.
The CS also instructed departments to fast-track pending reforms under D-BRAP-2025, highlighting the need for sustained reform efforts. “The pace of reforms must be sustained and tangible outcomes achieved without exception,” Dulloo added.
A real-time monitoring dashboard for service delivery has been developed in line with the guidelines from the Department for Promotion of Industry and Internal Trade (DPIIT). This dashboard is expected to enhance the efficiency of service delivery across various departments.
As the implementation of these reforms progresses, the focus remains on ensuring 100 percent compliance with the prescribed measures. The reforms aim to transform governance by leveraging technology and promoting transparency.
Details remain unconfirmed regarding the specific impacts of Gaba’s resignation on the ongoing reforms and the functioning of Shri Krishna Prasadam Limited.
