<p>The proposed deregulatory framework has garnered support from major technology companies, which argue that a more lenient regulatory environment could foster innovation and investment. However, this plan entails a weakening of tech users’ rights, sparking debate about the potential risks involved.</p>
<p>Historically, the EU has struggled to maintain a competitive edge in high-tech research and development. In 2003, Europe accounted for 22% of global high-tech R&#038;D expenditure, compared to 55% for the U.S. By 2013, Europe’s share had dropped to 18%, while the U.S. held steady at 53%. This decline in investment has continued, with private AI investment from 2013 to 2024 totaling $471 billion in the U.S., $119 billion in China, and only around $50 billion in EU countries.</p>

<p>In 2024, the EU&#8217;s industrial electricity prices were reported to be more than double those in China, further complicating the region&#8217;s ability to attract and retain tech investments. As the EU considers these regulatory changes, the potential economic impact remains uncertain.</p>
